What it is

In June 2025 Chapter 227 created the Foundation as a charitable organization able to raise funds and help veterans of every era when a sudden financial emergency threatens their stability.

A missed rent payment, a utility shutoff or a car repair that cannot wait can turn a temporary setback into a lasting one. The Foundation exists to stop that first step, before a veteran loses housing, employment or transportation.

The Foundation is a separate corporation from the chapter. It has its own board, its own mailing address and its own tax status. What it funds is one chapter program — emergency financial assistance to veterans and their families.

Who does what

The Foundation raises and stewards the charitable funds.

Chapter 227 receives, verifies and approves the referrals, and pays landlords, utility companies, repair shops and other creditors directly. Chapter 227 volunteers manage the chapter’s Financial Assistance Committee, which makes certain that each request is documented, verified, and paid to the appropriate creditor.

Money is paid to the creditor. It is never handed directly to the veteran. That is the same reasoning as the chapter’s VASH program, where cards go out through caseworkers rather than from the chapter to the family — it keeps the help private for the people receiving it. But note that Get Help describes the same program differently, and until the chapter says which account is right, neither page should be read as settled — see below.

Requests reach the chapter through community partners, including the Virginia Department of Veterans Services, county veterans offices, Veterans Treatment Docket mentors, the VFW, the American Legion and other community partners.

If you are a veteran who needs help and have no caseworker to refer you, start at Get Help and with the chapter’s general line. The chapter has not yet said whether a partner referral is required, and until it does, nothing on this page should be read as saying that one is.

Where it came from, and what it is for

Chapter 227 was formed in 1985. The Foundation was created in the chapter’s fortieth year.

The Foundation is described by its own officers as more than a way to raise money: a way to preserve the chapter’s values, relationships and service to veterans as today’s leaders eventually pass the mission on — the website, the reports, the donor systems, the partnerships and the procedures that future volunteers can use, so that none of it depends on one or two people.

The chapter has been asking this question in public for some time. At a town hall meeting in September 2023, members reaffirmed their hopes to continue the chapter’s mission of helping veterans and their families even after the eventual dissolution of VVA National later in the decade. The Foundation is evidently part of the answer.

No salaries. No paid staff. Chapter members and community volunteers working together. Both organizations are run the same way.

A gift to the Foundation funds the chapter’s emergency assistance program specifically. Everything else the chapter does — scholarships, school speakers, remembrance, Veterans Treatment Docket mentoring, VASH — is funded by giving to the chapter itself.

The Foundation states that gifts to it are tax-deductible and are used to pay veterans’ verified creditors. The chapter has never published its own tax status, so no claim is made here about gifts to the chapter either way.

Needs the chapter’s confirmation — The Foundation

Everything on this page comes from “One Year Later — How Chapter 227 Built a Lifeline and a Legacy for Northern Virginia Veterans”, a Foundation member newsletter and fundraising appeal forwarded to the site by a chapter member in 2026. It is the only source. It has not been confirmed by the chapter board, and unlike the rest of this site it did not come from vva227.org, its PDFs or the bronze plaque at Fort Meade. Before this page goes live, the chapter needs to answer the following.

Which figures are right? No figure from this source is published on this site, because:

How many veterans and families has the program helped, and over what period?
- 92 veterans and families helped, since June 2025 — One Year Later, figure block.
- 84 veterans and families helped this year — One Year Later, the paragraph immediately above that figure block.
- 101 veterans and families helped, since June 2025 — 2026 PenFed Foundation grant proposal, submitted ~August 22, 2026.
Three readings, from two different documents, both claiming the same "since June 2025" window. The newsletter's own two figures sit inches apart and read as the same claim — they reconcile only if 84 means calendar 2026 to date and 92 means cumulative since June 2025, which is not what the prose says. The PenFed proposal's 101 does not match either newsletter figure, and post-dates both of them. Nothing here is presented as final: One Year Later v11 itself labels its own numbers "editable statistics — update with the latest figures before publication."
How much emergency assistance has been paid out, and over what period?

The Foundation was founded in June 2025, so all three describe the same window. The newsletter's own two figures differ by $67,402 — two thirds of the smaller one. The PenFed proposal's $110,383, from a document dated more recently than the newsletter, is lower than the newsletter's own higher figure despite covering a longer elapsed period — the opposite of what a running total should do. All three are donor-facing. None may be published until the chapter reconciles them into the single table this page keeps asking for: period start, period end, households helped, dollars disbursed, as of one stated date.
What does the published response time actually measure?

Not contradicted, but undefined. “Response” could mean acknowledgement of the referral, a funding decision, or a check in the creditor’s hands — over an unstated sample and an unstated period. A service-level number on a page somebody in crisis is reading has to mean something specific, so it is not published as a figure.

What is needed is one table: period start, period end, households helped, dollars disbursed, dollars raised, as of a stated date.

And these, which the newsletter leaves open:

“Raises and stewards” is the newsletter’s own wording. The section drafted to accompany it says instead that the Foundation REIMBURSES Chapter 227 for grants the chapter has already approved and paid — a word that appears nowhere in the newsletter. “Your gift pays a veteran’s landlord” and “your gift reimburses another organization” are different statements to a donor, and only the chapter can say which is true. Nothing on this site uses the word reimburse until it does.
The newsletter gives the month only. The chapter must supply the exact date and say what it marks: incorporation in Virginia, the IRS determination letter, or the board vote. The effective date of exemption governs which gifts were deductible.
The 501(c)(3) exemption itself has not been independently verified against the IRS Tax Exempt Organization Search or the Foundation's own IRS determination letter. Separately: the chapter has never published its OWN tax status, and stating the Foundation’s deductibility beside the chapter’s own donate routes invites a reader to assume both are deductible.
The newsletter describes where referrals come FROM. It does not say whether a veteran with no caseworker may approach the chapter directly. Until the chapter answers that, this list must never be presented as the way to ask for help.
The Candid Platinum Seal is independently checkable on Candid and has not been verified.
The roster itself is NOT published here. It is a separate corporation’s governance; it names one person who appears nowhere else in the chapter’s data; it spells the chapter vice-president’s surname differently from every chapter record; and it gives one officer a chapter role the chapter roster does not carry. See REVIEW.md 1.2, 1.5 and 4.
Every other image on this site is a photograph the chapter took. This one is not: it was generated by a member’s AI assistant, it sets its headline into the pixels rather than into text, and it reproduces approximations of the Vietnam Veterans of America registered mark and of the Foundation’s own seal. The chapter should either replace it with a chapter photograph or confirm — with the Foundation, and with VVA over its mark — that publishing it is acceptable.

A quoted testimonial from a veteran the program helped. It names nobody, but it gives that household’s service history, family size and medical and financial circumstances in enough detail to be re-identifying within one chapter’s catchment — so the detail is not repeated even here. It was written for a members’ appeal, not for a permanent public URL, and republishing it would run against the chapter’s own stated practice on /give/impact: that it never contacts recipient families directly, which keeps the help private for the people receiving it. Withheld pending documented, republication-specific consent from that veteran.
